What is Angola CNCA or ARCCLA ?

CNCA stands for (Conselho Nacional de Carregadores de Angola) It is a loading certificate or a waiver certificate and every shipment that enters the borders of Angola as final destination must obtain and get this certificate.

CNCA Angola Provider or ARCCLA certificate. 

It is mandatory for every port in Angola. Such as Luanda, Lobito,Cabinda etc. This certificate provides the Angolaese Custom authorities with the necessary information mentioned on the certificate to monitor, track, manage and supervise the shipments from loading port to discharge port at Angola. It also gives information about shipments and commodities and size even before they arrive. It contains details about the exporter, the importer, the goods that are getting transported, the vessel name etc.

What happens if you miss the Angola CNCA or ARCCLA Certificate?

It is the sole responsibility of the Shipper to provide the Angola CNCA certificate or Angola ARCCLA Certificate. The CNCA OR ARCCLA must be validated five days before the arrival of the shipment, at the Angolese Port. If the waiver is not validated or you do not have it at all, Consignee may get fined up to $5000 and twice the amount of CNCA OR ARCCLA cost. Earlier Angola authorities generally ask for the hard copy of this certificate. But due to Covid-19, a soft copy is only  accepted at the moment. Secondly, your cargo won’t be cleared. Thus, it will be delayed. And on top of all that, you will be paying demurrage charges every single day until you have the document. 

How you can get and obtain a Angola CNCA OR ARCCLA certificate in India ?

• Commercial Invoice (Scanned Copy)
• Freight Invoice : This is only a requirement if the freight cost is not on the Commercial Invoice.  
• Documento Unico (Scanned Copy) DU : This document is an Import Licence in Angola. It is also known as DU. When applying for a CNCA Certificate OR ARCCLA, DU's expiry date has to be valid, it is generally 60 days from the date of DU issuance.
